The function evaluates the amount of people that could possibly live in these quarters by the average demand of living space. The average is however not really applyable here. That is because as the video schows the total sum of people that could live here far surpasses the actual amount. The function could maybe be rewritten so that the total sum of people that are actually living here is taken into consideration.
