This is a night market (street market) in Keelung, Taiwan. It supposed to be a normal street for cars in the daytime. However, since it is closed a plaza of a temple, the venders and pedestrians gradually occupy this road after the sunset. This situation becomes a tradition.
In this case, I would say that public space can be multiple uses and ti could be the purpose of traffic and gathering in the same place.
